Terms of Reference for Legion Provincial Selection Meet - Selection Criteria of Athletes
Standards for the Selection of Athletes are set by the NLAA Executive Director and approved by the chairman or the Legion Track and Field Committee.
The 2026 Provincial Royal Canadian Legion Championships, taking place July 10 - July 12, at the Pearlgate Track and Field Complex (Mount Pearl), will serve as the official Team Selection Meet. Attendance at this meet is mandatory for athletes to be considered for team selection. Athletes must also attend the Opening Ceremony and Medal Presentations. Exceptions may be granted only with approval from the Legion Track & Field Committee.
Performances from the following events will be taken into account if additional information is needed.

NLAA Senior High School Meet
NLAA Junior High School Championships
Requests for an exemption from attending Legion Trials due to extenuating circumstances must be directed to the Legion Track & Field Committee. Examples of extenuating circumstances include, but are not limited to, national team events/opportunities and family emergencies.
Please note that being granted an exemption from provincials does not automatically mean that an athlete has been selected for the team.
All athletes must be registered members of NLAA Track & Field for the 2026 season prior to the start of the competition for their results to be considered. Only performances by current-year NLAA Track & Field registered members will be accepted for Team Selection.
Athletes will be selected for the following competition categories: Under 16 (U16) and Under 18 (U18).
Athletes must be 13 to 17 years of age as of December 31, 2026 (born between 2009 and 2013, inclusive).
Athletes younger than 13 years of age as of December 31, 2026 are not eligible for selection.
A maximum of seventeen (17) athletes will be selected. No more than two athletes will be selected per event (gender/category).
Team Selection Process:
The athlete’s best performance in their declared event(s) will be evaluated against the approved event standards. Results will be ranked based on the percentage difference between each performance and the standard. The percentage off standard is calculated as follows: for track events, it is (Performance - Standard) / Standard, and for field events, it is (Standard - Performance) / Standard.
The selection committee will review these percentage differences to choose the seventeen (17) team members. It's important to note that only two (2) athletes can be selected per individual event. If three (3) or more athletes qualify, those with the best percentage differentials from the performance standard will be chosen. Meeting or exceeding the event standard does not guarantee selection to the team.
Selection to the Provincial Team is not guaranteed by meeting performance standards alone or percentage thereof. The Committee will consider:
Ability to meet or approach established performance standards
Athlete attitude and sportsmanship
Past behavior at Provincial and National Legion events
Demonstrated commitment and dedication to the sport
The Provincial Command Track & Field Committee reserves the right to select athletes based on their proven commitment and potential, even where strict performance criteria are not fully met.
In the event of disputes during the selection process, athletes who fulfill both the “Eligibility Criteria” and the “Selection Criteria” have the right to appeal their team selection. The deadline for submitting an appeal is midnight on Monday, July 13, 2026.
The Legion Track and Field Committee is responsible for reviewing the appeal and will make a final decision that cannot be contested.
The NLAA establishes performance standards for major competitions (e.g., Canada Games, Junior Nationals, Atlantic Championships), and these standards will not be adjusted for Legion-age athletes (13-17).
Competition-ready and injury reporting: Athletes must report all injuries and illnesses directly to their coaching staff as soon as they occur. Prompt reporting is critical to prevent a minor issue from becoming a severe chronic condition, and ensures a safe, guided, and medically cleared return to play.
Athletes must maintain their readiness for competition. If an injury occurs after meeting the necessary criteria and prevents participation in the Legion National meet, it may lead to deselection. The final decision will be made by the Legion Committee, based on recommendations from the Provincial Team coaching staff, which will consider the athlete's reasonable expectation of being ready to compete at the Legion National meet.
To demonstrate fitness, athletes must compete in a sanctioned event or time trial supervised by a member of the Legion coaching staff. Failing to remain competition-ready or neglecting to report an injury after selection may impact the athlete's eligibility for future Legion teams.
Upon selection to the Team, the athlete must complete the necessary forms required by Provincial Command and NLAA.
Upon selection to the Team, the athlete is to compete in at least two individual events at the National Track & Field Meet, not including relays. Athletes competing in the Combined Events cannot enter any other event.
Upon selection to the Team, athletes are required to attend training sessions prior to the National meet as requested by the team coach. Exclusion to this would be with the Committee´s approval.
Upon selection to the Team, it is recommended, if possible, that the athletes meet with the coach and chaperones of the team for a meeting before the day of departure to the National Meet and Camp.
Provincial Command Track & Field Committee, on behalf of Legion, must give approval to all selections to the team.
Upon selection to the Provincial Team, each member must sign a waiver releasing the Royal Canadian Legion from responsibility for damages incurred by athletes while engaging in activities that are not acceptable to the Royal Canadian Legion during attendance at the National Camp and Meet. Examples thereof are and are not limited to the following:
Injuries to participants, participating in activities that involve “wheels on campus or off,” e.g., rollerblading, skateboarding, being a passenger in an unauthorized vehicle. Such activities are stated in the rules of participation and the National Camp and Meet to be in violation of those rules.
Provincial Team members participating in the National Meet and Camp who wish to leave camp at any time must obtain permission from the provincial chaperones and complete the forms required by Dominion Command.
The final team selection will be made within seven days of the Team Selection Meet. The team will be notified of the selection by verbal communication or via e-mail. The team list will be posted on this website.
